Drivers who use mobile phones face jail

"Motorists caught using a hand-held mobile phone while driving could be jailed for two years under tough new guidelines issued today by prosecutors."

Hmm, sounds very tough and clear. Drivers should be scared now. A big disappointment to those who don't read newspapers or watch TV.

Once my friend got caught while keeping a phone in his hands but not talking. He got a fine of 50 GBP but he wasn't talking on the phone - just keeping it in the hand. I just wonder if he did a violation or not?
It is also good that police will be able to check if the driver was speaking on the phone or not because otherwise it is going to happen the same as to my friend.
